MINUTES OF SELECTMEN MEETING – October 25, 2010 5:10 PM
Selectmen Present: Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine
Also Present: Frank Fazi
Minutes of the previous meeting were read and accepted.
Tolland Volunteer Firemen need to be appointed by the Board of Selectmen for insurance purposes. The Fire Chief will be requested to submit a list of Volunteers.
Wayne requested authorization to hire part time help. The Fiscal 2011 budget does not have a line item for part time help. Also, the town will have to look into the hiring of part time help with regards to insurance and Unemployment Compensation. The Board of Selectmen will discuss a line item with the Finance Committee for Fiscal 2012. The Selectmen may consider a small amount.
Received two letters addressed to the Board of Health one regarding 277 Owls Nest and the other 5 Schoolhouse Road. Valerie Nickerson Bird, Board of Health Agent for the Town of Tolland addressed each of the issue in the letters.
277 Owls Nest – Valerie drafting a letter to be sent to the owner. If she receives no response she will go to Housing Court to file for a Lean and Clean, which means the town will have clean and board up the residence and place a lien on the property for the cost.
5 Schoolhouse Road - Complaint of a septic problem and additional items that will be addressed by the Zoning Enforcement Officer. Valerie made a visit to the property and found no evidence of a septic problem. She will be conducting a Title V on a neighboring property that does show evidence of a problem. The odor could be coming from that residence.
Frank Fazi, President of WPOA stated that they have tried to contact the niece of the descend property owner William Mickel of 277 Owls Nest and was unsuccessful.
Police Chief Munson would like signs posted at the turn outs that will be between Belden and the Otis Reservoir during the damn construction. The turn outs are not intended for the use of recreational parking.
Steve requested that the Tolland Police Department schedule someone to work at the Transfer Station. The Board of Selectmen would like to have the Transfer Station checked to be sure that the permit holders are following the requirements. Officers will be there this week and will report there findings.
Reviewed the agenda for the department meeting November 10th.
